Pennsylvania Department of Environmental Protection (DEP) has initiated the Citizens' Volunteer Monitoring Program to link other programs within DEP to grassroots groups, foster communication among groups, increase the credibility of data collected, and empower groups to work cooperatively with local decision makers.
