Dear Mr. Skinner:

The enclosed amendment reflects an administrative action by the United States Environmental Protection Agency to increase the obligation of funds for the Fiscal Year 2000 (FY 2000) Environmental Performance Partnership Agreement (EnPPA). While this action does not represent a change in the work plan, it does increase the total approved project costs and budget identified in the previous assistance award.

This action increases the obligation of Federal funds by $3,365,174 which makes this grant partially funded. The anticipated total budget is $31,758,886.

This cooperative Agreement is awarded in accordance with the 1996 Omnibus Consolidated Rescissions and Appropriations Act (PL. 104-134) and implementing guidance published in the Federal Register. This authority applies to reprogrammed Clean Air Act Section 105 funds, Hazardous Waste funds, Toxics Substances Control Act funds, Clean Water Section 106 Surface and Ground Water funds and Public Water Supervision System funds. This agreement is subject to the requirements of the above funding sources and Federal regulatory requirements. Some of these requirements are identified in the Terms and Conditions of this Cooperative Agreement, others are found in Title 40 of the Code of Federal Regulations. Approval of the FY 2001 program plan or schedules does not constitute a waiver of any Federal rulemaking requirements.

Please sign, date and return the original and two copies of this Award to:
Acquisition and Assistance Branch, United States Environmental Protection Agency, Region 5, 77 West Jackson Boulevard, Chicago, Illinois 60604, within 21 days of receipt of this letter.


I trust that this agreement will continue to strengthen our cooperation in the joint accomplishment of our environmental and program goals. I look forward to our joint efforts toward the finalization of the FY 2001 EnPPA.
