Dear Mr. Engler:

Thank you for submitting a request to waive the new PM10 monitoring requirement of 1 in 3 day to 1 in 6 day sampling. The required analysis was conducted on the 1994 to 1996 data at Region 5 to verify continuing the 1 in 6 day sampling frequency at those sites operating for the 1998 season. All of your sites have satisfied the waiver requirements except for those located in the Cuyahoga County area. Since you have stated that you would continue to sample PM10 every day at all of your sites in Cuyahoga County, the remainder of your PM10 monitors can continue sampling on a once every sixth day frequency.

Although the Mingo Junction monitor data (AIRS ID: 390811001) does satisfy the waiver criteria, PM10 concentrations greater than 100 ug/m3 over the last three years lead USEPA to request that a once every third day sampling frequency be implemented at this site.

We appreciate your rapid response and hope to continue working closely with you to successfully implement the new fine particulate network. If you have any other questions, please contact Michael Rizzo, of my staff, at (312) 353-6324.

Sincerely yours,

Stephen Rothblatt, Chief
Air Programs Branch
