Phase I Targeted Brownfields Assessment (TBA) was completed on 2/12/1997.
Phase II Targeted Brownfields Assessment (TBA) was completed on 9/10/1999.

The six-acre site on Spark Street has been vacant since the King Size Co. factory burned down in July 1994. The city Council's Finance Committee this week gave initial approval to property tax breaks for a distributor of plumbing, heating and waterworks products that plans to consolidate all company operations at the site. David Gooding Inc. (DGI) plans to build a 60,000-square-foot building that will be the corporate headquarters and warehouse distribution facility for the company. The company said it will invest $3.2 million in the construction of the building and another $500,000 in new equipment. A total of 52 DGI employees will work out of the building. The city initially reached a tax increment financing agreement in December 1999 with Fleet Environment Services, which hoped to build on the six-acre site headquarters and training center. Fleet Environment performed site cleanup as part of its business, and had performed some or all of its own work for this property. However, Fleet dropped that plan for the property after it had cleaned the site. In 2002, sold the property to IGD, LLC, which holds the real estate of DGI. The city council is now amending Fleet's agreement so DGI will receive tax benefits for taking over the site, which was once contaminated with hazardous waste. After the fire, the city foreclosed on the property and later sold it to Fleet. Over the 13 years of the TIF agreement, DGI will receive a property tax reduction of $321,422. However, the city has calculated the investment by the company will yield $986,927 in new taxes for the city over the next 13 years. The company will also be able to claim a 5 percent investment tax credit from the state.
