The Spear Drum site is located on Locust Street (adjacent to #25 Locust Street) in the Town of Salisbury, at approximately 42E52' 07" latitude, 70E 53' 40". 159 overpacked drums of hazardous waste were found abandoned in a grass field on the site. Within approximately 300 feet, there are four homes and a small business, and a total of approximately 260 people live within a one-half mile radius. According to the property owner, permission was given for a business associate to store tractor trailers on his land. The owner subsequently refused to remove the trailers. The owner called the state DEP, which initiated a response action in November, 1998. Drums were removed from the trailers, sampled, and secured temporarily in overpack drums. Analytical results indicate the presence of hazardous waste and hazardous substances. At the request of the state DEP, EPA initiated a removal action based on a site inspection and state data.
A short term cleanup (REMOVAL) at the site was started on 3/22/99 and completed on 3/23/99.
Subcontracting arrangements were made for the transportation and disposal of 159 drums. Personnel mobilized and shipped all drums off-site to CERCLA-approved facilities. Wastes shipped off-site included: 143 drums of flammable/combustible waste; 3 drums of caustic waste; and, 13 drums of other solid waste.
