03/01/2009Environmental Fact Sheet: Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities; Unified GuidancePublication
Description: This fact sheet discusses Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities, which provides a suggested framework and recommendations for the statistical analysis of groundwater monitoring data at RCRA facility units. This latest version of the guidance is termed the Unified Guidance, since it integrates and supersedes two guidance documents of the same title released in 1989 and 1992.
03/01/2009Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities; Unified GuidancePublication
Description: This document provides a suggested framework and recommendations for the statistical analysis of groundwater monitoring data at RCRA facility units subject to 40 CFR Parts 264 and 265 and 40 CFR Part 258 to determine whether groundwater has been impacted by a hazardous constituent release. Specific statistical methods are identified in the RCRA regulations, but their application is not described in any detail. The Unified Guidance provides examples and background information that will aid in successfully conducting the required statistical analyses. This latest version of Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities is termed the Unified Guidance, since it integrates and supersedes two guidance documents of the same title released in 1989 and 1992.
04/01/2004Handbook of Groundwater Protection and Cleanup Policies for RCRA Corrective Action (for Facilities Subject to Corrective Action Under Subtitle C of the Resource Conservation and Recovery Act)Publication
Description: This handbook was developed as part of the RCRA Cleanup Reforms announced by EPA in July 1999 and January 2001. The handbook helps meet the objectives of these reforms by reducing uncertainties and confusion about EPA’s policies concerning groundwater protection and cleanup at RCRA facilities. This revision updates Section 15.0, “Completing Groundwater Remedies,” to ensure that the handbook is consistent with new guidance on completing corrective action at RCRA facilities (68 FR 8757; February 25, 2003). In addition, it updates internal navigational and external Internet links to ensure that resources and cited references are available to the reader. Although this version of the handbook is dated April 2004, the date at the beginning of each policy section reflects the last time EPA made substantive changes (i.e., beyond updating Internet links).
10/01/2001Handbook of Groundwater Protection and Cleanup Policies For RCRA Corrective Action (Fact sheet)Publication
Description: This fact sheet explains the content and uses of EPA's Handbook of Groundwater Protection and Cleanup Policies For RCRA Corrective Action (EPA530-R-04-030).
06/01/1996Environmental Fact Sheet: Standards Issued for Nonmunicipal Solid Waste Units that Receive CESQG Hazardous WastePublication
Description: Announces the promulgation of standards for nonmunicipal solid waste units that receive hazardous waste from CESQGs. Explains new technical standards for nonmunicipal nonhazardous waste disposal units that receive CESQG hazardous wastes; these include location restrictions, groundwater monitoring requirements, and corrective action standards. Describes the three types of facilities that might receive CESQG waste and how they might be affected by this rule.
02/15/1995Construction and Demolition Waste LandfillsPublication
Description: Presents information on construction and demolition (C&D) waste landfills. Discusses the composition of C&D wastes, including any hazardous materials or constituents. Provides information on the quality of C&D landfill leachate, based on sampling data taken from landfills around the country. Contains a detailed summary of state regulations pertaining to C&D facilities. Identifies states that have regulations related to groundwater monitoring; corrective action; location restrictions; and facility design, operation, closure, and/or postclosure care; and provides the specifics of those regulations.
11/15/1994Technical Resource Document: Extraction and Beneficiation of Ores and Minerals; Volume 7: Phosphate and MolybdenumPublication
Description: Presents the results of EPA's research into the domestic phosphate and molybdenum mining industry. Comprises two site visit reports conducted by EPA to a phosphate mine in Florida and a molybdenum mine in Idaho during 1991 and 1992. Both reports include a general facility description, the environmental setting (climate, surface water, geology, hydrogeology, and wildlife), facility operations, waste and materials management, regulatory requirements and compliance, and groundwater monitoring data. Appendix includes comments on the report and EPA responses.
11/15/1993Solid Waste Disposal Facility Criteria: Technical ManualPublication
Description: This document was updated in April 1998 with a new introduction. Addresses general applicability of the Part 258 criteria, location restrictions, operating requirements, design standards, groundwater monitoring and corrective action, and closure and postclosure care for landfills. Includes the regulatory language, a general explanation of the regulations and who must comply with them, key technical issues that may need to be addressed to ensure compliance with a particular requirement, and information sources. Written for municipal solid waste landfill owners and operators.
03/15/1993Criteria for Solid Waste Disposal Facilities: A Guide for Owners/OperatorsPublication
Description: This document provides owners and operators of municipal solid waste landfills basic information on the Subtitle D regulations, examining these regulations and issues of location, operation, design, groundwater monitoring, corrective action, closure, and financial assurance.
03/15/1993Safer Disposal for Solid Waste: The Federal Regulations for LandfillsPublication
Description: Summarizes the federal regulations covering landfill location, operation, design, groundwater monitoring and corrective action, closure and postclosure care, and financial assurance. Gives owners/operators and local officials dates for compliance and additional sources of information.
11/15/1992RCRA Groundwater Monitoring: Draft Technical GuidancePublication
Description: This document provides technical guidance for implementing the groundwater monitoring regulations for regulated units contained in 40 CFR 264 Subpart F and the permitting standards of 40 CFR 270. It also provides guidance to owner/operators of treatment, storage, and disposal facilities that are required to comply with other subparts of 40 CFR 264.
