Plant-Incorporated Protectants (PIPs) are pesticides regulated by the EPA under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the Federal Food Drug and Cosmetic Act (FFDCA), including issuing experimental use permits and commercial registrations.

This rulemaking effort is intended to tailor the existing regulatory structure concerning establishment registration and reporting, recordkeeping, pesticide labeling, and pesticides intended for export only in recognition of the unique nature of PIPs. This effort is intended to improve the ability of the EPA to identify and respond to violations of FIFRA and the FFDCA associated with PIPs. For those activities that the Agency does not believe warrant regulation, the EPA is considering exempting those activities, as appropriate, from FIFRA in whole or in part.
