U.S. - Mexico Border Grant - Border 2020
The purpose of this work plan is to amend Cooperative Agreement X4-99T06601 in the amount of $342,500., The former Cooperative Agreement was created between BECC and EPA in order to implement environmental projects that will significantly improve the environment and public health in the U.S.-Mexico border region, consistent with the principles of sustainable development and in accordance with the Goals and Objectives of the Border Environmental Program (Border 2020). The Border 2020 Program has identified five long-term strategic goals to address environmental and environmental health challenges in the border region. Within the five goals, there are specific number of objectives that identify priority areas and activities that program partners will undertake for the duration of the Program. The five strategic goals are listed below:

Goal #1: Reduce Air Pollution
Goal #2: Improve Access to Clean and Safe Water
Goal #3: Promote Materials and Waste Management and Clean Sites
Goal #4: Enhance Joint Preparedness for Environmental Response
Goal #5: Enhance Compliance Assurance and Environmental Stewardship

BECC and EPA have a long standing history of working together in the U.S.-Mexico border region. In 2005, BECC began a partnership with EPA Region 9 to develop and implement environmental projects and activities aimed at improving the environmental and human health in underserved border communities. The Border 2020 Program provides the working framework for EPA Region 9 to fund environmental improvements through the BECC, who in turn administers sub-awards for projects in the border communities of Arizona/Sonora and California/Baja California regions. Under this partnership, the BECC and EPA review proposals and coordinate project selection, jointly provide technical expertise, manage the implementation of projects and engage in bi-national coordination with federal, state agencies and local community stakeholders.
