Capitol Region Council of Govt-Metro Hartford Brownfields
The project provides funding to the Capitol Region Council of Governments (CRCOG) to capitalize a Revolving Loan Fund (RLF) from which to make loans and subgrants to cleanup Brownfields sites and conduct other necessary activities to prudently manage the RLF in the Capitol Region of Connecticut. Funding in the form of loans and subgrants will be targeted to redevelopment activities which support: 1) a strengthened economy and public health for the City of Hartford, which is the region�s central city and hub of our regional transit system; 2) Transit-Oriented Development (TOD) carried out in conjunction with the $1.53 billion bus rapid transit and commuter/high speed rail investment planned in the region in the next 10 years; and 3) our Sustainable Capitol Region agenda, including capitalizing on the preservation and reuse of existing infrastructure and community investments; protecting environmental quality, green spaces, natural resources and public health and safety; and increased coordination among and options for transportation, jobs and housing choices. Brownfields are real property, the expansion, development or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.
