Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program
The CCCW,Inc. two year project will be focused on increasing recycling capacity in the area of the San Luis Valley, Colorado. This project will focus on enhancing cooperation and efficiency regarding collection and disposal stream among current landfill operations and integrate, through development of transfer stations, the illegal dumping waste stream into recycling operations. Addressing environmental and public health risks from illegal dumping sources is a goal of this project. CCCW and partners will work to reduce illegal dumping through recycling program development in the six county area of the San Luis Valley (SLV), beginning with targeting six small communities in Conejos and Costilla counties, through collaboration and identification of resource gaps. Activities outlined in the proposal are authorized under the Clean Water Act, Section 104(b)(3), Safe Drinking Water Act, Section 1442(c)(3), and Solid Waste Disposal Act, Section 8001(a). Using elements of the Environmental Justice Collaborative Problem Solving Model (EJCPS), CCCW and partners will build on existing plans and goals, identify concerns, raise awareness, identify feasibility, plan recycling stations, build capacity to address issues beyond funding, collaborate to develop additional funding to perform cleanup at one illegal dumpsite, utilized this as case study, in a collaborative partnership.
