Water Quality Management Planning 604(b)
1.) Grant would support work to carry out the 604(b) Water Quality Management Planning Program at RIDEM for 2011-2012. Provide administrative and technical support for implementing 604(b) water quality planning. Major objectives to be accomplished include oversight and implementation of the Water Quality Criteria and Standards Program, assist in the implementation of the surface water monitoring program; Implementation of the 305(b) Water Quality Assessment Program; oversight in the refinement and maintenance of the ambient water quality database and the water quality assessment database; assist in the development of the 303(d) Impaired Waters List; coordination of the 604(b) grant application and workplan; production of GIS maps and wate quality standards maps. Work will provide continued oversight of contractual work (New England Interstate Water Pollution Control Commission) on Rhode Island's development of nutrient criteria and of Biological Condition Gradient for RI rivers. Work would also include data review for 2012 water quality assessments for the 2012 Integrated Report. 2) RI DEM funding will be used to extend their work to develop numeric nutrient criteria for lakes and ponds as well as rivers, which may include continued compilation of lake data, review of other states' experience in criteria development, prepare for field sampling efforts for 2011, develop Quality Assurance Program Plan,QAPP, and complementary work. This funding extends efforts begun under the 2010 Stimulus funds.
