South Phoenix, Arizona Multi-Media Toxics Reduction Project

The purpose of this project is to develop and implement a plan to reduce air, water and soil pollution and improve public health in the South Phoenix community. The character of the area has a strong African-American heritage. Today the area reflects a predominately Hispanic culture. Region 9's Air Division has targeted the area to pilot a multi-media toxics reductions project, building upon previous efforts with the Joint Air Toxics Assessment Project (JATAP). The Cross-Media Division has identified South Phoenix as an Environmental Justice strategic priority.

South Phoenix has a history of industrial development often adjacent to residential neighborhoods. Major issues include risks and exposure from chemical fires, air pollution and hazardous waste from numerous sources. EPA's history in South Phoenix includes permit reviews for PCB facilities; joint state/EPA RCRA compliance inspections for over 40 sites; the JATAP; and other projects related to Pollution Prevention and TRI enforcement.
