Benefits Assessment at EPA: A Characterization and Evaluation

This paper reviews the methods used by EPA to determine the economic costs of pesticide regulation. It suggests several ways in which the authors believe EPA cost assessment procedures (benefit assessments in EPA pesticide parlance) can be improved as well as several additional considerations which they believe should be incorporated into the cost assessment procedures.
