Review and Critique of Previous OMSAPC Cost-effectiveness Analyses

Reviews previous EPA cost-effectiveness analyses for major mobile source regulations, summarizes the various cost-effectiveness estimates and data development techniques used, and recommends ways of improving future EPA analyses. The following regulations were reviewed:

  • Redefinition of useful life for heavy-duty engines
  • 1982 and 1983 model year high-altitude emission standards
  • 1984 and later model year high-altitude emission standards
  • Light-duty vehicle emission standards for HC and CO
  • 1984 aircraft emission standards
  • Exhaust and crankcase regulations for 1978 and later model year motorcyles.
