Containment Requirements and Costs for Selected Facilities in the Biscayne Aquifer, Florida

This report is a presentation of two cases of contamination as a result of landfill leachates as part of a benefits estimation project in support of RCRA regulations. The objective was to develop a framework for assessing the benefits of preventing groundwater contamination. In order to accomplish this, two cases of groundwater contamination from landfill leachates were selected from the Biscayne aquifer in Florida. For each of these plumes, the technical requirements and costs of corrective action were calculated using generic cost estimating models developed for the regulatory assessment for 264 regulations. The derived cost estimate represent general corrective action costs for the control of the plumes in question and does not include site clean-up (source removal) nor does it focus on other contaminant sources in the area.
