Methodology for Estimating Unintended Health Effects of Regulation

This "study design" project has focused on developing a comprehensive methodology to address how the magnitude of unintended, negative health effects (as a result of regulation) might be measured. This has been done within the context of EPA's requirement to perform a Regulatory flexible Analysis (RFA) of prospective environmental regulations (directed toward measuring impacts on small entities), as well as EPA's requirement to address - in its Regulatory Impact Analysis (RIA) of prospective environmental regulations - the net adjustment costs for displaced resources.
