Debt Financing of the State and Local Share of Constructing Municipal Wastewater Treatment Facilities

The study deals with the dimensions and directions of state and local government borrowing as a source of funds for the local share of wastewater treatment facilities under the Federal Water Pollution Control Program. The principal objectives are: (1) Devising and demonstrating analytical methods that may be used in assessing local government credit capacity as it relates to sewer bond financing, (2) estimating the present and potential burden of debt financing for such purposes, and (3) developing and demonstrating a "working guide" for EPA personnel that may be used to identify problem borrowers.
