Water Quality Benefits of the BCT Regulations for the Pulp and Paper Industry

This report provides an assessment of the recreation and related benefits of the best conventional pollution control technology (BCT) regulations for the pulp and paper industry. The Federal Water Pollution Control Act Amendments of 1977 require EPA to develop these regulations for conventional industrial pollutants such as suspended solids or oxygen-demanding substances. Although complex and somewhat vague, the Act describes "cost tests" for the BCT regulations. These tests consider the costs of attaining a reduction in effluents and the benefits derived from this reduction. Also to be considered is the cost-effectiveness of these regulations on industrial dischargers compared to that of publicly operated treatment works to remove the same pollutants.
