EPA Comments on Proposed NOAA/DOI Regulations on Natural Resource Damage Assessment

These 1994 comments make the case that then proposed regulations required unnecessarily expensive contingent valuation studies and posed a great danger of freezing the development of the contingent valuation methodology. The comments document the basis for these concerns. Includes two reports to EPA entitled An Examination of Performance Testing Requirements for Contingent Valuation and An Examination of the Proposed Scope Test Using Market Data, as well as a bibliography of other EPA-sponsored contingent valuation studies.
