Impact of TSCA Proposed Premanufacturing Notification Requirements

The purpose was to analyze the potential economic impact on the chemicals industry of compliance with the proposed Premanufacture Notification Requirements. These proposed rules where prepared by the EPA Office of Toxic Substances to implement the Toxic Substances Control Act. The report formed the basis in substance and detail for the summary of economic impacts presented in Section IV-B of the Preamble to the proposed regulation (40 CFR part 720). The study also supplemented the Support Document to the regulation. It deals only with the costs of preparing the notification form and the potential for reducing the number of new chemicals. The other categories of impacts are not treated.
