Establishing and Valuing the Effects of Improved Visibility in Eastern United States

Three major objectives have been accomplished by the research contained in this report. The first and most important result is the establishment of a visibility value function. The second major objective was to identify particular activities likely to be influenced by visibility and to measure the value of visibility to households in producing these activities. The third major contribution of Project research was to establish a rigorous and operational method of aggregating visibility policy benefits over the entire Eastern U.S.
