Critical Review of Estimating Benefits of Air and Water Pollution Control

This report provides a critical review of the current state of the art and future prospects of estimating benefits of air and water pollution control. Benefits of controlling air and water pollution arise from gains resulting from improvements in air and water quality. Such gains can be the reduction of damages caused by pollution or the increase in options now feasible because of improved environmental quality. This report includes three independent critiques by three experts, Myrick Freeman, Thomas Crocker, and Joe Stevens. Benefits assessment methodologies were evaluated for the following benefits categories: human health, recreation and aesthetic properties, productivity, mterials, and natural ecosystem perturbations. Specific aspects discussed include the nature and role of benefits, damage functions, valuation of effects, aggregation of results, and representation of uncertainties.
