Efficiency in Environmental Regulation: A Benefit-cost Analysis of Alternative Approaches

The publisher states that this book is the first effort to compare the U.S. Environmental Protection Agency's actual success in generating net benefits with its three major regulatory approaches, i.e., performance based (the water program), ambient based ( the ambient-based air program) and benefits based (the benefits-based air program). It compares the measurable health and welfare benefits and costs that resulted from these three different approaches to a selected number of pulp and paper mills during the period 1973 and 1984. It also examines the potential of the three approaches for achieving net benetifs from air, water and hazardous waste pollution control between 1985 and 1994.
