Economic Analysis of Separating Testing and Repair under Enhanced I&M

The purpose of the study was to explore the economic impacts of separating emissions testing and repair under EPA's proposed High Option Standard for enhanced Inspection and Maintenance (I/M). The focus was on then currently operating decentralized programs subject to enhanced I/M because the potential for adverse econmic effects on small businesses is considered to be of most concern in these programs. Two states with such programs, Virginia and California, were explored in detail as a basis for understanding potential economic effects in all affected programs.
