Economic Incentives for Water Pollution Control in the United States

This paper discusses the use of effluent charges to control the amount of pollutants discharged to waterways by point sources. The discussion initially considers the salient advantages of an effluent-fee system vis-a-vis a regulatory system. Subsequently, effluent-fee proposals on the federal, state, and municipal level are described.

The authors conclude that experience indicates that in order to enact effluent-fee legislation, some compromise is needed between the concept of economic efficiency and the reality of political acceptability. In this regard, they believe that modifications of theoretically efficient programs are likely to include some allowance for exemption to the charge when standards are being met; equalization of regional per capita treatment and effluent fee expenses; and, provision for lump-sum transfers of collected effluent-fee revenues back to the regions.
