Discounting Statistical Lives

This paper proposes a survey method for estimating discount rates based on respondents' choices among policies that differ in the timing and number of the statistical lives that are saved. It shows that the median discount rate for the population sampled can be robustly estimated from these data, and that, under stronger assumptions, estimates of individual discount rates are possible.
