Economic Efficiency of Enforcement and Enforcement-related Monitoring: Project Period 2 Report

In a previous report (apparently the Project Period 1 Report--EE-0293--shown above under List of all reports in the Series), the authors completed an initial analysis of the statistical relationship between inspections of pulp and paper mills and their effluent discharge rates. The previous report used data from EPA's Permit Compliance System (PCS) data base to study the relationship in the period January 1, 1982 through March 31, 1985. This later report revisits many of the same issues but uses more recent data (1988-90) and data that is more complete for each firm in the sample. In addition, this later study examines the effects of variation in the intensity of plant inspections on the resultant changes in effluent discharge rates. An appendix to this later report contains a journal article containing the results of the previous report. It is Wesley A. Magat and W.
