Analysis of Differences Between Pollution Control Cost Estimates

The report contains six comparisons of differences between cost estimates for different industries to meet various guidelines, such as Best Practicable Technology (BPT) or Best Available Technology (BAT) under the Clean Water Act and Clean Air Act. The industries are beet sugar, zinc, copper, pulp and paper, iron and steel, and electric utilities. Cost calculations are for investment in new plants, investment costs for existing plants, and operating and maintenance costs associated with the investments. Cost estimates that are compared are those done by EPA in its Cost of Clean reports, Strategic Environmental Assessment System (SEAS) estimates, and National Bureau of Economic Research (NBER). The report also summarizes the reasons why the costs estimates vary, such as differences in the assumptions underlying the estimates, in the sample population, or definitions.
