Economics and Episodic Disease: The Benefits of Preventing a Giardiasis Outbreak

This study estimates the social costs to a community arising from an outbreak of waterborne disease. The focus is on an outbreak of giardiasis--a common diarrheal disease--in Luzern County, Pennsylvania just before Christmas, 1983. The theory and techniques developed in the study may be usefully applied to other areas, such as food safety, where the benefits of proposed regulatory programs are needed to inform public decisions or where the costs of public health episodes, such as outbreaks of salmonellosis, are of intereest.

The study concerns the measurement of losses that result from the effects of an outbreak of giardiasis on individuals, businesses, and communities. They include the value of lost work time and the value of reduced leisure time activities due to illness; the costs of medical care; the costs of actions taken by individuals, businesses, and communities to avoid drinking contaminated water, such as costs of bottled water and of boiling water; the cost of epidemiological and water supply system surveys; and the costs of temporary measures taken by water utility to insure that drinking water supplies are safe.
