In addition to addressing direct discharges of pollutants to water, the Clean Water Act established the National Pretreatment Program to address indirect discharges, meaning discharges from industrial and commercial sources to publicly owned treatment works (POTWs). The National Pretreatment Program requires industrial and commercial dischargers to obtain permits or other control mechanisms to discharge wastewater to a POTW. Rules and Guidance

General Preteatment Regulations

The General Pretreatment Regulations for Existing and New Sources of Pollution appear at 40 CFR Part 403 (PDF). For more information, see the national pretreatment page.

Categorical Standards

Categorical pretreatment standards specify the quantity, concentration, or pollutant properties of pollutants that may be discharged to POTWs for specific industry categories. They include standards for existing sources (PSES) and new sources (PSNS).
