Columbia Manufacturing, Westfield is a manufacturer of school furniture and bicycles. The facility is located on a 24 acre parcel of land. The site is zoned for industrial use. The facility generates electroplating and solvent wastes and formerly operated two hazardous waste lagoons. Significant cleanup work has been performed. The site is undergoing investigation and cleanup under a RCRA 3008(h) order issued by EPA.

EPA has prepared a Statement of Basis for a Corrective Action remedy determination for the Columbia Manufacturing Company located at One Cycle Street in Westfield, Massachusetts. Based upon investigation and remediation activities conducted at and around the facility, EPA is announcing its Statement of Basis for a Completion Determination that Corrective Action obligations under the Hazardous and Solid Waste Amendments of the Resource Conservation and Recovery Act are “Complete with Controls.” The Statement of Basis proposal includes a summary of the facility history, contaminant investigation and cleanup, proposed controls, and details of the public comment process. Anyone interested in reviewing this proposal can view the Statement of Basis and other project documents at the Westfield Anthenaeum Library located at 6 Elm Street, Westfield, Massachusetts during the Public Comment Period. The public comment period will run from August 27, 2011 through September 26, 2011. If significant comments are received, EPA would consider a request for a 15 day extension to the public comment period.

All interested persons are invited to express their views on this proposed Completion Determination. Written comments related to this proposal should be submitted during the public comment period to:
