The site is located at 50 Libera Street in Cranston, Providence County, Rhode Island. Rhode Island Technical Plating (RITP) operated at this facility from approximately 1984 until it became inactive in early 2001. The Site was used by RITP for chrome plating of various items such as automotive and motorcycle parts, nautical hardware, industrial components, and decorative fixtures. Vats, drums, and other various containers of hazardous substances were found throughout the building in various production, storage, and laboratory areas. The building is in fair condition; however, the roof is leaking. This defunct electroplating facility was placed into a court ordered receivership in April of 2001. On June 7, 2001, the Environmental Protection Agency (EPA) and personnel from the Rhode Island Department of Environmental Management conducted a preliminary assessment/site investigation at the RITP Site. The inspection documented 10,000 to 20,000 gallons of solutions (acid, caustic, cyanide, metals) in open vats and hundreds of drums and containers. There were also numerous puddles on the floor resulting from a leaking roof and a faint haze was seen hanging over the vats. On July 8, 2001, the closure memorandum was signed recommending a time critical removal action to address the release and threat of release of hazardous substances at the site.
A short term cleanup (REMOVAL) at the site was started on 7/9/01.
EPA conducted an extent of contamination survey; conducted sampling and analysis of unlabeled containers; repackaged hazardous wastes for disposal; excavated contaminated soils; and, transported hazardous chemicals and contaminated soils to off-site disposal facilities for disposal. Approximately 2,700 gallons of waste liquids were sent to Jones Environmental Services (N.E.) Inc., of Lowell, Massachusetts, for disposal. Approximately 13,940 pounds of hazardous waste solids were sent to Jones Environmental Services (N.E.) Inc., of Lowell, Massachusetts for disposal. Approximately 465 pounds of hazardous waste solids were sent to Pollution Control Industries of East Chicago, Indiana, for disposal. Approximately 120 cubic yards of waste solids were sent to US Liquids of Detroit, Michigan, for disposal. Approximately 2,750 gallons of waste liquids were sent to US Liquids of Detroit, Michigan for disposal. Approximately 8,300 pounds of waste solids were sent to US Liquids of Detroit, Michigan for disposal.
