Choosing Regulatory Targets and Instruments, with Applications to Benzene

The study, which represents the author's doctoral dissertation, consists of three major parts:

    Part I: Choosing the Instrument
    Part II: Choosing the Target
    Part III: Alternative strategies for Regulating Airborne Benzene: A Case Study.
Parts I and II deal with the general problems of designing regulatory strategies for controlling environmental hazards. The approach in both parts is predominantly theoretical, employing a mix of formal mathematical models and verbal and graphical analyses. Part III uses many of the concepts developed in the first two parts to analyze the costs and benefits of various strategies for reducing benzene exposures associated with several different types of sources. As in the earlier parts, the primary focus is on efficiency rather than on the distributional effects of alternative strategies.
