The 1978 Survey had four goals aimed at improvement of the needs estimation process: Secure estimates which are comparable nationwide; Improve the overall quality of the estimates; Develop a detailed information base to assist in program planning and management; Produce a national inventory of wastewater treatment facilities and combined sewer areas.
