EPA's Office of Pollution Prevention and Toxics (OPPT) manages a variety of environmental stewardship programs that encourage companies to reduce and prevent pollution. Pollution prevention (P2) involves reducing or eliminating waste at the source by modifying production processes, promoting the use of non-toxic or less-toxic substances, implementing conservation techniques, and re-using materials rather than putting them into the waste stream.

OPPT is consulting with SAB members to obtain advice on measuring new annual and recurring results across all OPPT pollution prevention-related program centers. OPPT currently uses a suite of measures to evaluate the effectiveness of polluton prevention programs and would like to add measures to more fully capture economic and other benefits of pollution prevention.
