BACKGROUND.

For many years the EPA Science Advisory Board (SAB) has performed detailed annual reviews of the Agency's Research and Development (R&D) budget request. This year, EPA's Office of Research and Development (ORD) requested that the Board provide advice on the strategic directions (over the next five years) of its major research programs. For its part, the Board asked ORD to address its current and planned research program in four key cross-program environmental challenge areas. These included: (1) the impacts of climate change; (2) sensitive populations (both human and ecological); (3) the environmental consequences of urban sprawl; and (4) large-scale natural and man-made environmental disasters.
