BACKGROUND.

EPA's Office of Solid Waste and Emergency Response (OSWER) requested Science Advisory Board advice on the scientific soundness of the methods and analysis used in a study to enumerate, describe, quantify and, where possible, monetize the benefits of the the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) program, commonly known as Superfund. Under this law, the Federal government responds directly to releases or threatened release, of hazardous substances that may endanger public health, welfare or the environment.
