Herschel Elliott
Dr. Herschel A. Elliott is a Professor of Agricultural and Biological Engineering at Penn State University. He holds a B.S. in Chemical Engineering from the University of Tennessee, and an M.S. and Ph.D. in Civil (Environmental) Engineering from the University of Delaware. For 30 years, Dr. Elliott has been involved in teaching, research, and consulting in the areas of fate and transport of pollutants in aquatic and soil systems, and the evaluation and design of land-based waste disposal systems. He specializes in land application of residuals, by-products, and effluents from municipal, agricultural, and industrial facilities. He served on the Steering Committee of the National Biosolids Partnership (NBP), an alliance of the U.S. Environmental Protection Agency, Water Environment Federation, and the National Association of Clean Water Agencies. Dr. Elliott currently serves on the NBP Appeals Board and was co-author and project advisor for the National Manual of Good Practice for Biosolids. He recently assisted Pennsylvania and other states (FL, CO) in addressing nutrient management through the use of phosphorus site indices. Dr. Elliott served two years of Vietnam-era military service as an officer in the U.S. Army Medical Service Corps, and conducted work in preventive medicine and sanitary engineering. His teaching experience includes water quality chemistry, soil pollution processes, and design of land-based waste disposal systems.
