Provides leadership and support to Water Division Director and managers, and Regional and Deputy Administrator, in devising, conceiving, recommending and implementing projects, approaches or studies to advance the effectiveness and operational efficiency of the Water programs.
Provides leadership and support in coordinating elements of Water’s program with State and tribal agencies, other government and non-government entities, regulated entities and the public to promote mutual cooperation and obtain more effective results.
Uses analytical methods and techniques to research, evaluate, forecast and identify changes needed in agency and regional water programs, management and administrative issues and functions.
Supervises the division administrative and resources management team responsible for administrative and financial matters.
Initiates and establishes internal operating policies and procedures.
Formulates and executes short and long range program and operational strategies, sets output and outcome targets, monitors and measures results and plans for optimum use of personnel, facilities, and funds in the context of regional and national budgets and Water program priorities.

You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, your resume must reflect one year of full time experience defined as experience providing leadership in improving the performance of an organization and in advancing program outcomes; and experience developing annual budget projections that are compatible with office goals and program commitments.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.
Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you will serve in either a temporary promotion or a detail. If this position is at a higher grade than your current grade, the assignment will be a temporary promotion. If you are already at the same grade as this position, your assignment will be a detail. While on the detail, your salary will not change.
A temporary promotion will be processed for a period not to exceed one year. It may be extended up to 4 years without further competition. If you are detailed, the detail will be not to exceed 120 days, and may be extended in 120 day increments.
You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent position and pay.
If selected, your position may become permanent.
