You will: Serve as a press officer in the Office of Public Affairs to disseminate written and spoken information in both English and Spanish about the Environmental Protection Agency (EPA) programs, policies and regulatory and enforcement actions.
Develop approaches for creating and posting feature stories, announcements, reports etc.., of agency policies, programs and events using social media tools and the web.
Establish and maintain effective relationships with media representatives and specialized groups, including Spanish-speaking media and groups, to communicate new initiatives/activities that directly influence public knowledge and understanding of EPA policies and programs.
Provide advice to senior managers on participation in interviews and recommends specific topics or initiatives.
Evaluate impact and effectiveness of communication plans; and advises senior managers if efforts should be discontinued, emphasis changed, or changed expanded to further EPA goals.
Serves as advisor for evaluating communication channels and tools used to disseminate information and recommend the most effective media for communicating controversial issues and topics to the Hispanic community.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full time experience defined as experience utilizing one or more media to communicate public messages (newspapers, radio, television, or social media); and experience preparing press releases (or news stories) for media. Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:  Skilled in analyzing media and public perception and the overall communication plans in reaching targeted audiences.
Ability to speak and write in Spanish fluently to serve as the bi-lingual press officer.
Knowledge of the principles, practices, methods, and techniques of effective communication.
Knowledge in various social media avenues of communication.
Skilled in developing and maintaining effective relationships with media representatives, senior managers and program staff.
Skilled in evaluating the impact and effectiveness of communication plans.
In addition to the experience and/or education described in this announcement, you must also have the following to be qualified for this position:  The ability to speak and write fluently in Spanish.


If you are selected, you must complete a one year probationary period.
This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
