Responsible for the effective management of the Water & Pesticides Branch.

Manages the Region's enforcement programs to promote and ensure compliance with the Clean Water Act, Safe Drinking Act, and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) programs.

Coordinates with States, EPA HQ, and various agencies in the planning and implementation of the Water & Pesticides program.

Manages personnel, facilities and funds, establishes branch operating procedures, and policies to enable the Branch to accomplish its goals, anticipate needs, and make necessary modifications.

Through administrative and judicial procedures, ensures compliance by regulated entities with the provisions of the Clean Water Act, Safe Drinking Water Act, FIFRA program and related state and federal legislation.

Develops strategies to identify non-compliance, impediments to compliance and to return violators to compliance. Plans and directs a suite of compliance determination activities.

You do not need a degree to qualify for this position.
To qualify for this position, your resume must reflect one year of full time experience at the GS-14 grade level working collaboratively with internal and external parties and experience providing leadership to assure that the goals of a project or organization stay abreast of National policies or programs.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:   Knowledge of management and administrative policies and procedures; Ability to plan, organize, and direct the functions of subordinate organizational units; Knowledge of budget policies and procedures; Skill in developing and directing resources and planning activities related to budgeting, resource management, human resource management and financial management; Ability to analyze, interpret and evaluate enforcement program related data; Ability to provide strategic direction on Enforcement matters; Ability to influence and leverage cooperation from internal and external parties; and Ability to communicate both orally and in writing.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program.  This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.  

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you will serve in either a temporary promotion or a detail.  If this position is at a higher grade than your current grade, the assignment will be a temporary promotion.  If you are already at the same grade as this position, your assignment will be a detail.  While on the detail, your salary will not change.

A temporary promotion will be processed for a period not to exceed one year.  It may be extended up to 4 years without further competition.   If you are detailed, the detail will be not to exceed 120 days, and may be extended in 120 day increments.

You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent position and pay.

If selected, your position may become permanent.
