NCTAMS EASTPAC consists of operating facilities located throughout the island of Oahu. These facilities include Wahiawa, Lualualei, Opana, Kokekole Pass and various satellite communications locations.

The Navy's Installation Restoration Program (IRP) is addressing the sites at NCTAMS EASTPAC. The sites are primarily land disposal areas that are no longer in use and PCB transformer sites. Soil contamination depends on the site but generally the chemicals of concern are PCBs, volatile organics, semi-volatile organics and metals.

Who is Involved


The site is being addressed through Federal actions. The Navy is the lead agency conducting the investigations and cleanup, with oversight from EPA and the Hawaii Department of Health.

Investigation and Cleanup Activities

Initial Actions

The Navy is using their removal authority to address some of the sites. Removal actions conducted to date are PCB transformer sites. PCB contaminated soil excavated and transported to NAS Barbers Point for thermal desorption treatment. The clean soil from the thermal desorption treatment was used to backfill the excavated sites. A suspected dump site near Building 293 was investigated and found to not pose an unacceptable risk. A 'No-Action' Record of Decision was signed by the Navy, EPA and HDOH in September of 2006.

The Navy is currently investigating several dumpsites and an old landfill.

The Navy, EPA and HDOH signed Records of Decisions in February 2010, specifying land use controls for the Old Incinerator Site and the Old Wahiawa Landfill. Both of these sites have buried contaminants, but the surface conditions pose no risk to human health.

The Navy completed the RI for the Building 6 Gulch and found limited hot-spots of lead and PCBs. They completed a removal action in 2008 and submitted a draft No Action ROD in 2011.

Preliminary investigations have indicated that no immediate threats currently exist at NCTAMS EASTPAC site while further investigations into the nature and extent of site contamination are underway.

Potentially responsible parties (PRPs) refers to companies that are potentially responsible for generating, transporting, or disposing of the hazardous waste found at the site.
