The Record of Decision (ROD) for the Western Groundwater operable unit was signed in March 2000 and EPA began negotiations with Aerojet General to reach an enforceable agreement, called a Consent Decree, to implement the remedy specified in the ROD. After failing to reach agreement with Aerojet on a Consent Decree and Statement of Work to implement the Western Groundwater remedy, EPA issued this Unilateral Administrative Order to Aerojet, requiring them to implement the cleanup according to the attached Statement of Work. EPA's transmittal letter provides the rationale for issuing this order.
