The Phoenix-Goodyear Airport Area Superfund administrative record contains documents arranged in chronological order from September 1983 to April 1998. The original administrative record file was compiled prior to the September 1989 Record of Decision (ROD) and consists of documents AR #1 - AR #44.
On September 26, 1989, the United States Environmental Protection Agency (EPA) signed a ROD for the final remedy at the Phoenix-Goodyear Airport Area Superfund site in Goodyear, Arizona. This ROD is an EPA document which defines the clean-up work necessary at the site to protect human health and the environment. The state of Arizona concurred with the remedy selected in the 1989 ROD. In January 1991, EPA issued an Explanation of Significant Differences (ESD) #1 to explain five differences between the final remedy selected in the 1989 ROD and the final remedy which was to be implemented at the site. Then again in May 1993, EPA issued ESD #2 which requires seven more changes to the ROD.
In April 1996, we implemented ESD #3. ESD #3 allowed changes to the remedy selected for both the northern and southern portions of the Phoenix-Goodyear site. The work allowed by ESD #3 was immediately implemented in the southern portion. The northern portion of the site consists of Unidynamics-Phoenix Incorporated property and groundwater contamination emanating from the property. The southern portion of the site consists of the Loral Defense Systems and the Phoenix-Goodyear Airport property, as well as groundwater contamination emanating from these areas.
In March 1998, we have ESD #4. ESD #4 modifies the remedy selected for the site by updating the current groundwater clean-up standards for both Subunit A and Subunit B/C implemented by the 1987 ROD, the 1989 ROD, the 1991 ESD, and the 1993 ESD to be consistent with the Safe Drinking Water Act (SDWA) maximum contaminant levels (MCLs) adopted in October 1996.
