Dear Mr. Theiler:

Thank you for your November 6, 1996, submittal requesting approval of a revision to
Wisconsin's State Implementation Plan (SIP) pertaining to the requirements under the
Prevention of Significant Deterioration program of the Clean Air Act. More specifically, this
submittal addresses the deficiencies listed in the January 4, 1994, Federal Register notice
disapproving the State of Wisconsin's Prevention of Significant Deterioration rules, NR 405.01
through 405.17, Wis. Adm. Code, as a revision to the Wisconsin SIP.


We have performed a completeness review of your submittal against the completeness criteria
set forth at 40 CFR 51.166. We have determined that this request meets the completeness
criteria applicable to the Federal regulations governing State SIP submittals; therefore, we
have initiated the processing of your request.


A finding of completeness merely indicates that the submittal meets the criteria that a request
for approval must satisfy before the United States Environmental Protection Agency (USEPA)
can initiate rulemaking action. A completeness finding is not a finding on the merits of the
request submittal or on whether it meets USEPA's regulatory approval requirements.
