Dear Mr. Fendrick:

This letter provides the United States Environmental Protection Agency's (USEPA) comments regarding amendments to the South Bend 2025 Long Range Plan (2025 Plan). The Federal Highway Administration (FHWA) requested comments on these documents on April 4, 2000.

The South Bend Area, which consists of St. Joseph and Elkhart Counties, is a maintenance area for ozone. There are five primary criteria of the conformity rule (62 FR 43779) which must be met for maintenance areas. These criteria include the following: use of the latest planning assumptions, use of the latest emissions model, use of appropriate consultation procedures, consistency with the mobile source emission budget in the State Implementation Plan (SIP), and provisions for timely implementation of transportation control measures in the SIP. The conformity analysis prepared for the 2025 Plan meets these criteria and demonstrates conformity to the area’s 2006 emission budget for both volatile organic compounds and nitrogen oxides.

In summary, the USEPA recommends that the amendments to the 2025 Plan endorsed in resolution number 04-00 signed March 8, 2000, be found to conform.
