Dear Mr. Baxter:

On April 25, 2001, USEPA received your request to provide formal comments on the Indianapolis Metropolitan Planning Agency’s (MPO) “Update of the Indianapolis Regional Transportation Plan for 2025" (Plan) dated April 2001 and adopted by the MPO March 21, 2001. The Indiana Department of Environmental Management recommended conformity on this Plan in a letter dated May 24, 2001.

Our review has concluded that the five primary criteria (62 FR 43779) of the conformity rule have been met. These criteria include the following: use of the latest planning assumptions, use of the latest emissions model, use of appropriate consultation procedures, consistency with the mobile source emission budget in the State Implementation Plan (SIP), and provisions for timely implementation of transportation control measures in the SIP.

Once the Department of Transportation (DOT) determines conformity for this plan, conformity of the Transportation Improvement Program (TIP) must be redetermined by the MPO and DOT within 6 months of the date of DOT’s conformity determination on the Plan.

In summary, the USEPA recommends that the updated Plan, adopted March 21, 2001, per Resolution 01-T-003 be found to conform. In addition, USEPA requests DOT to specify in its conformity determination letter the date 6 months from the date of DOT’s conformity determination on this Plan, so that it is clear when conformity of the TIP must be redetermined.
