In a memorandum dated January 25, 1995, the United States Environmental Protection Agency (USEPA) provided an extension to the requirement to obtain a Title V application until January 25, 1997, for:

This policy is commonly known as the transition policy. On August 27, 1996, the transitional policy was extended until July 31, 1998. We consider this transition policy to be extended beyond July 31, 1998. USEPA is currently drafting a more detailed explanation of its extension of the transition policy and any new expiration date in a policy memorandum.
