Thomas V. Skinner, Director
Illinois Environmental Protection Agency
1021 North Grand Avenue East
Post Office Box 19276
Springfield, Illinois  62794-9276

Dear Mr. Skinner:

This letter provides a follow up to our March 24, 2000, letter to you regarding the Adequacy of the Phase II ozone attainment demonstration Motor Vehicle Emission Budgets (MVEB) for the Chicago nonattainment area.

As stated in our letter, we have determined that the Chicago, Illinois ozone attainment demonstration contains adequate MVEB for volatile organic compounds (VOCs) and oxides of nitrogen (NOx) for the 2007 attainment year. This adequacy finding does not relate to the merits of the State Implementation Plan submittal nor does it indicate whether the submittal meets the United States Environmental Protection Agency’s (USEPA) requirements for completeness or approval of an attainment demonstration.

The USEPA received comments on the December 16, 1999, conditional approval of the Phase II ozone demonstration related to the adequacy of the MVEB. We are in the process of posting our responses to these public comments on our adequacy web page located at http://www.epa.gov/oms/transp/conform/adequacy.htm. We will soon publish a notice in the Federal Register announcing this adequacy finding. This finding will not be effective until 15 days after that notice is published. If you have questions, please feel free to call me or Patricia Morris, of my staff, at (312) 353-8656.

Sincerely,

  /s/
