Summary
The Director, Office of Water and Watersheds, EPA Region 10, is proposing to reissue a National Pollutant Discharge Elimination System (NPDES) permit to provide Clean Water Act (33 U.S.C. § 1251 et seq) authorization for the City of Twin Falls, Idaho (Permit No. ID-002127-0) to discharge from its wastewater treatment plant to the Snake River. The draft permit contains effluent limits, administrative and monitoring requirements, and other standard conditions, prohibitions and required management practices. A fact sheet is available, which sets forth the principal factual, legal, policy and scientific information considered during the development of the draft permit. EPA invites public comment on the draft permit which will authorize the discharge of treated wastewater to waters of the United States.

On May 29, 2009, EPA received a request from the City of Twin Falls to extend the public comment period on its proposed reissuance of NPDES permit no. ID0021270 for the City of Twin Falls (ID) wastewater treatment plant. EPA has determined that a 30-day extension of the comment period is warranted.

Tentative Determination
The EPA Region 10 Office of Water and Watersheds has tentatively determined to reissue the NPDES permit described in the “Summary” section above.

State Certification
This Notice will also serve as Public Notice of the draft Certification under provisions of the Clean Water Act Section 401 by the State of Idaho, Department of Environmental Quality that the permit will comply with the applicable provisions of Sections 208(e), 301, 302, 303, 306 and 307 of the Clean Water Act. The NPDES permit will not be issued until the certification requirements of Section 401 have been met. Persons wishing to comment on the draft State certification should submit written comments within the comment period to IDEQ’s Twin Falls office, attn: Sonny Buhidar (208-736-2190), Balthasar.Buhidar@deq.idaho.gov.

Public Comments
All comments should include the name, address, and telephone number of the commenter and a concise statement of comment and the relevant facts upon which it is based. Comments of either support or concern which are directed at specific, cited permit requirements are appreciated. All written comments and requests should be submitted to EPA Region 10, Office of Water and Watersheds OWW-130, 1200 Sixth Avenue, Suite 900, Seattle, WA 98101. Comments may also be submitted via email to wilson.sharon@epa.gov. After the expiration date of the Public Notice, the Director of the Office of Water and Watersheds, EPA Region 10, will make a final determination with respect to issuance of the permit. The tentative requirements contained in the draft permit will become final if no significant comments are received during the public comment period.
